1. The Jail being public property and built for the use and requirements of the Public must be kept available for public use and the purposes for which it was built, if need be, to the full extent of its capacity.

2. The middle cell on the south side shall be kept, when unoccupied by a patient or prisoner, clean, clear and so as to be available for use at any moment when the same may be required.

3. All insane patients, and violent lunatics, while necessarily detained shall be put into, lodged and kept in the middle cell.

4. The Jailor shall before the annual session of Council report and give an account of all the goods furnished throughout the year, and on hand and available for use on the last day of December of each and every year.

5. The Jailor shall be required to keep the jail in a clean and sanatory condition as respects the privy vault.

6. The Jailor shall furnish and provide necessary food for persons confined in jail, and shall keep account thereof and charge the same to the Municipality at the rate of $1.50 per week.

7. In supplying foods to persons in confinement the Jailor shall take into consideration the fact that persons confined in a room and deprived of exercise must have food supplied to them of a kind adapted to their circumstances - unnecessarily strong and heavy foods to be avoided.

8. Persons incarcerated for offences against the laws are not expected to have the best of foods, but only that which absolutely necessary to sustain life and church.

9. The Jailor shall render his account for boarding of prisoners and other legitimate charges only at the end of each year and to the January Council.

10. The Jailor shall sign an agreement and abide these regulations.
